Small Low Impact Event in a Council’s Park, Reserve or Sportsground Application Form

About This Form

The application process is to assist in ensuring that events are safe and successful. 

  • This form applies to events of 150 people or less.

  • Prior to completing this application form please discuss event date and venue suitability with Council’s Parks Facilities Officer on 9847 6666 or email hsc@hornsby.nsw.gov.au.

  • Council requires six (6) weeks notice prior to your event to process this application form.

  • An event application fee will be invoiced upon approval and payable prior to event date.

  • Please use Council’s Medium or High Impact Event Application Form if your event requires one or more of the following:

    • firework displays / pyrotechnics

    • traffic management / road closures

    • alcohol

    • more than one inflatable amusement or mechanical rides or amusements

Public Liability Insurance
  • Valid Public Liability Insurance cover for $20,000,000 is required prior to any approvals being issued.

  • You and any contractors will also need to have adequate workers compensation and other insurances as required by law.

Bump-in should commence from the first date of any equipment delivery stage/toilets/marquees/bins.
Bump-out is when equipment collection and pack-up onsite has been completed.

Event Infrastructure
  • All structures need to be weighted, pegging is not permitted.

  • This form only permits one (1) amusement or activity. Includes, but not limited to, a ride, Jumping Castle, Petting Zoo, Bubble Soccer. All amusements and some activities will require public liability insurance ($20,000,000 minimum).

  • Council’s toilet requirement is 1 to 6 toilets for under 249 people.

  • Electrical cords crossing public paths and open spaces must have surface cord covers or be heighted in accordance with AS/NZS 3000:2007 standard wiring rules.

  • Power, water and floodlights not available in all parks and reserve and a fee may apply.

  • Keys may be required for one or more of the following: gate access, change rooms, power box, toilets, canteen.

  • Barriers are also required to protect garden beds, statues, memorials etc., and any other external equipment such as generators that are brought onto the site.

  • Amusement/activity location/area

  • Bins

Waste Management

Waste Management for events is organised through Councils dedicated Waste Team. Please complete their online submission form:  Event Waste and Recycling form | Hornsby Shire Council (nsw.gov.au)

All waste enquiries including the request and delivery of bins need to be referred to the Waste Team directly 13 70 30.

Please note:  All waste must be removed from the site or contained in waste bins. Failure to remove or contain waste will result in a deduction from or loss of event security bond.

Environmental Sustainability

Environmental Sustainability Measures

Hornsby Shire Council encourages all event organisers to minimise the environmental impacts of their events. 

All events should be in accordance with Council’s policy and guidelines on environmental sustainability.

Notification to Residents

Please attach a copy of a Residents notification detailing: 

  • event name, date, time and event organisers and contact mobile phone number

  • and the likelihood of increased noise and traffic in the area

Letter shall be distributed at least a week before the event.

Other Approvals

There may be other approvals you must obtain before running your event (including but not limited to other statutory authorities (eg. Police, Transport for NSW, NSW Office for Children’s Guardian, NSW Fire Brigades, NSW Rural Fire Service).
